The Incident
Two hours ago, an oil tanker full of oil destined to be used in Adani’s construction of the
railway line between the Carmichael mine and Abbot Point ran aground on the southern tip
of the Great Barrier Reef before it could get to the port.
• Oil is leaking directly into the Reef itself and the Coast Guard is doing what it can to limit the
damage.
• The potential damage is huge.
• The weather was poor (5 metre swells and high winds).
• The ship was an Indian ship travelling from Singapore
• There is no indication of malfunction, poor maintenance or inexperienced crew.
• The captain, Rohit Patel, has a history of drinking but never while on duty.
• The ship is 20 years old but recently passed a safety inspection in India at one of Adani’s
main ports.
A Similar Case
•
Clean-up costs for a vessel that ran into the reef in 2010 were estimated at 120 million by
the Queensland government.
• After a legal challenge, the company (Shenzhen Energy Transport) and its insurer ultimately
paid 39 million, arguing that the reef was “self-healing”.
• This ship was not an oil tanker. The pollution was predominantly toxic paint particles from
the hull of the ship.

An emergency summit has been called. All stakeholders impacted in the problem have been asked to
attend. A negotiated action plan is urgently required. A press conference to announce the
negotiated response will be held in less than 2 hours. Points for discussion and negotiation at the
emergency summit include:

Tourism Industry
This is a dark day for your industry. There is no question that you will lose many jobs and
you are going to need compensation.
It isn’t 100% clear how long the clean-up will take. However, as this is a global news story,
the reputation of the Great Barrier Reef as a clean, natural wonderland has already been
severely damaged.
Like the environmentalists, you have long warned that an accident like this could happen.
Now that it has, you are angry and looking for an urgent action plan and compensation.
Most of those you represent are going to be out of work starting tomorrow.

Adani
You are in trouble and you know it.
Here are some facts and potential arguments to use:
1) You used your own tanker to save money both on the shipping costs and compliance
costs.
2) You don’t want this made public.
3) The ship’s captain, Rohit Patel, is an experienced captain with a spotless record.
4) You are insured by the same company that managed to argue against the
government in the Chinese ship clean-up costs.
You want to make sure that there is as little discussion of the Carmichael mine as possible
and you should say that it is an entirely separate issue.
The strategy you choose in light of this is your own, but given the circumstances, you
shouldn’t be too aggressive.
It would also be wise not to commit to any specific numbers since we don’t know the full
extent of the damage yet.

Environmentalists
The disaster you have long predicted has happened.
This is your best chance to get the government to close the Carmichael mine, so you should
put plenty of pressure on them.
You know that Adani will try to disassociate the accident from the Carmichael mine, but you
need to keep making that connection.
You are confused as to why Adani would use its own tanker rather than just buy the oil here,
which would have reduced the risk.
You also doubt that the Reef could be “self-healing” in this case.
Your demands should be aggressive but realistic.

Queensland Government
Your popularity among the Queensland voters has been dropping lately, especially in the
light of how few jobs the unpopular Carmichael mine will ultimately generate. The initial
claims of 10,000 jobs have dropped (even by Adani) to about 1,500.
The other issue with the oil spill is that this will destroy the local tourism industry, costing
thousands of jobs.
To make yourself look responsible, you will want to get promises for as much money for the
clean-up from Adani as possible.
The environmentalists and the tourism industry groups will put a lot of pressure on you to
do so, AND to abandon the Carmichael mine, which you don’t want to do.
IMPORTANT: If no one can agree, it is YOUR decision.
You will be required to make a final announcement at a press conference (Summarise the
negotiation outcomes).

General Public
You are horrified that this has happened!
You can’t believe that you trusted the government and Adani with their assurances that the
Abbot Point was a safe port for Adani.
You want to make sure that not a single tax dollar is spent on clean-up costs.
You want to make sure that Adani is appropriately punished.
You saw what happened previously with the Chinese ship. The taxpayer ended up paying
75% of the clean-up costs.
You know that the Carmichael mine will still stimulate the economy, but how much will the
oil spill hurt the economy?
What about the local tourism industry? Can the Reef recover or is it permanently damaged?
You want answers and you need to think about the key questions you want to ask Adani and
the Government.
