There is a fire at a privately owned chemical manufacturing plant in Cicero, IL, PCB Chemical. Staff are being
evacuated, emergency response personnel have arrived at the scene. We don’t know the cause of the fire, or the
extent of the damage. PCB Chemical owns ~20 facilities across the midwest, including 5 other facilities in the
Chicagoland area.

Define the threat. Clarify your Role. Set a Clear Goal. What is the information you need to make effective decisions?
What are the questions you need to be asking to define your strategy? To be clear, we are NOT looking for a litany of
actions that should be taken. Rather, we want to clearly define the threat from each perspective.
