Students will analyze the necessary communication strategies that emergency managers must utilize during different phases of a public health emergencies and other disasters. We will explore the concepts of emergency risk communications that are required during the initial phase of a public health emergency and some of the key elements of communications during a multi-organizational response to disasters. Developing message mapping components and other strategies are required of emergency managers so you do not fall victim to the common problem of having a disorganized communications plan. You will learn and describe the importance of the Be First – Be Right – Be Credible Model of emergency risk communications and identify the need to build media relationships as a public official. Public health emergencies require a comprehensive planning strategy and learning Crisis and Emergency Risk Communications will prepare you to make the best possible decisions for a community’s well-being during a crisis or emergency. You will use the knowledge and skills you learn in this module as emergency managers in the field. Describe the Be First – Be Right – Be Credible Model of Emergency Risk Communications Identify the need to develop message mapping when confronted with the media blitz Create a message map for an impending public health emergency in your community Describe how to engage the media through building relationships To begin the module, read the following chapter from your textbook: Chapter 8 in The Human Side of Disaster, Second Edition, Thomas E. Drabek Chapter 8 will identify some of the insights reflected in the initial response to a community disaster, which is best described by Drabek as “organized disorganization.” Communications is no longer just about radio transmissions between agencies and personnel during a response. It has transitioned to include planning concepts between multi-agency disciplines, external stakeholders and media outlets. This framework to ensure the delivery accurate and consistent time sensitive messages to a thirsty public wanting information. Although communication is never perfect, students will identify that lessons can be learned by honest evaluation of communication failures and implementation of appropriate corrective actions conducted in post-disaster critiques. There will be videos and other readings assigned throughout the module, but reading the above will provide you with a foundation for what we will explore this week.
