Saudi government in digital transformation
After one year of launching Saudi Vision 2030, in 2017 a digital transformation unit has been established to lead and
enable the process of digital transformation in the Kingdom, digital transformation unit contribute in achieving the
goals of the Saudi 2030 vision through providing a strategic guidance, provision of experience and supervision
through joint cooperation with the public and private sectors in order to enhance the Kingdom’s position to be among
the ranks of digitally developed countries. I’m going to talk about the digital transformation unit and its support for
Saudi government, why Saudi digital transformation is important?
The Kingdom aspires to be among the top 20 global models in digital transformation and innovation by 2030 and to

Digital transformation unit departments

General Directorate of Smart Nation and Digital Government
It performs its advisory, executive and operational role in the government and public services system in the
Kingdom. The department is also working on implementing related strategic projects by adopting new methods to
design and implement public policies related to empowering the digital government system.

Digital Society and Partnerships
Develop the sectors digitally by setting strategic plans for the sector in cooperation with the relevant authorities and
then supporting them in implementing programs and initiatives and working with vision-achieving programs in
developing their strategies and supporting them in implementing their initiatives as well as building effective
partnerships between the private sector and the government sector.

Twentieth Summit Affairs
The affairs of the Twentieth Summit was established in July 2018 and it responsible for the work related to the
digital economy organization in the Group of Twenty and represents the Kingdom of Saudi Arabia in the meetings
of the organization and coordination with other government agencies within the Kingdom associated or
participating in the digital economy of the Kingdom.

Develop digital transformation policies by implementing a comprehensive unified framework and

What are the supporting factors?
as the digital transformation is very importation for Kingdom, Ministry of Communications and Information Technology
has established e-government program (Yesser) with the participation of Ministry of Finance and formed a supervisory
committee consisting of Minister of Finance, Minister of Communications and Information Technology, and the
Governor of the Communications and Information Technology Authority to assist the entities Government to complete
the transformation process to e-government successfully.

I am industrial engineer and I work as an assistant manager of process engineering in maritime sector- Jeddah seaport
and I would like to use this assignment to do some searches and talk more about real applications of digital
transformation in Saudi maritime section as it is very important sector because more than 90% of imports and exports
being transport through seaport in Saudi Arabia and digital transformation is playing important role nowadays in seaport
operation processes and economy efficiency as well, this is part of my job I do process automation for seaport equipment
as I work in the engineering department but here in my research I will give example of digital transformation about
goods transportation and custom clearance processes which is different area from what I do as engineering work so, I
will gain new information in operation and custom digitalization processes.
Saudi government digital transformation in seaport
With Saudi vision 2030, one of the most important pillars of the vision is to transform the Saudi Arabia into a logistic
hub that connects between the three continents Asia, Europe, and Africa. The opportunity is Saudi Arabia has a
privileged geographical location where 12 % of global containers pass through red sea annually and also Saudi Arabia
has the largest economy in the region.
Let’s see the Logistics Performance Index of Saudi Arabia in 2016 and the goal in 2020 in below graph.
You can see the main improvement opportunities in the above table and the highlighted one Simplify, streamline and
suitemate the customs clearance process is one of the most important and challenging opportunity in improving
government process and I’m going to talk about it more in below points.
To achieve that target in 2020, Ministry of Transport has initiated a program with nine initiatives to be focused on
those objectives. The objectives and initiatives have been classified in three main categories process improvement,
infrastructure enhancement and regulatory and sector reform see below table.

And from this point digitalization of government process became essential and required in the seaport sector and also
the digital transformation became mandatory for all related parties government, ministries and private sectors this is
huge transformation and interesting at same time. Before in 2017 everything was processing by using papers no any
system especially the customer clearance processes all the custom processes were processing manually.
What are the supporting factors?
To support the Saudi vision 2030 in transforming Saudi Arabi into logistic hub and to support above objectives, the
government initiated a platform called “Fasah” to support this transformation let’s talk more about it.
Fasah is integrated platform for trade imports and exports transportation processes it connects all related parties such as
government and private sectors and also it enables parties to track their shipment, schedule for custom inspection and
pay via this platform, the below are the main services provided by Fasah;

Airport services
Dry port services land port services
Let’s talk about very important process which is custom clearance program that has been launched by Fasah in 2018
this program aims to clear the containers within 24 hours by developed coordination process with government and
private parties related to import and export processes. Below are the main advantage of Fasah platform.

After implementing this platform the containers clearance time decreased to 54% within 7 months, now 40% of the
containers finish the custom clearance within 24 hours and 70% within 48 hours really it is a great initiative and
outcome see below graph (beside to this platform there is a new technology was introduced which is the x ray
scanning for containers this technology reduced the manual inspection time and effort).

What are the challenges that digital transformation is facing in the sector?








Lack of national workforces who have experience and background in the port’s operations and technology.
It is very vital sector in which change is so difficult to manage in terms of dynamicity and criticality of operations.
There are many people resist to change and have high power and positions.
Most of the custom clearing agents and trucks operators are not educated and difficult for them to use technology.
Lack of experience from government side in digital transformation processes in the sector.
This digital transformation requires to change some regulations and policy which is difficult to do it easily.
For all related parties they have to specify budget to integrate the new system with other internal existing systems.
Involved multiple stakeholders in the transformation this will make it more challenging in controlling all
stakeholders.

What businesses can do for better and fast transformation?




Recruit talented people who have knowledge for example in artificial intelligence, data analysis, and machine
learning.
Provide training in the applications of new technology in seaport.
Sending people abroad to the developed countries for example China or Singapore to learn how they implement
and use the technology in seaport operations.
Be aware and updated about global technology development in seaport.

Provide training to the all related parties in the seaport sector about new technology.
Conduct workshops yearly or semi yearly with related parties to effectively be engaged and to find out new areas

INTRODUCTION
In definition, digital transformation will dramatically alter many aspects of society,
including private lives, public administration, industrial structure, and employment.
Utilization of data and AI will open up many new possibilities. The important question is
what to use these technologies for. Digital transformation means that advances in digital
technology and data utilization drastically changes aspects of society in all sectors like
health, education, government, finance, resources and products through technologies
like IOT, AI, Robotics, distributed ledger technologies,…etc.
The term IoT means that every “thing” is connected to the Internet. Improved
technologies for sensing precise data from physical real world will enable appropriate
data to be gathered in real time and deployed in cyberspace. One essential aspect of AI
can be viewed as “distribution and commoditization of abilities”. AI exerts its capabilities
not only in cyberspace, but also in physical real world via robots. Distributed ledger
technologies such as blockchains do much to improve transaction efficiency and
traceability.
In this report, we will focus on one of the main industries that have already initiated
their digital transformation in the country, the healthcare sector. We will look into what
they are doing and what is the current expectations and perception of the society to this
transformation.

HEALTHCARE DIGITAL TRANSFORMATION TODAY
Today, government entities in different industries all have a digital agenda in
response to growing needs of technology – to do more with less, innovate, and align to
new technologies. One of the main programs is the digital transformation of the
healthcare sector led by Ministry of Health. Saudi Arabia has developed a strategic plan
in collaboration between the Ministry of Health, the Digital Transformation Unit and
stakeholders through interactive workshops to identify the scope of the digital initiatives
that will raise the quality of health services and demonstrate the impact of technical
solutions on health services such as telemedicine and digital consultation services. The
private sector has been involved with relevant government sectors under the
supervision of the Digital Transformation Unit to identify initiatives that contribute to
accelerating the digital transformation in the health sector. Such as activating the
medical network at the Ministry of Health hospitals. Two different models of health care
and telemedicine have been also applied. Ministry of Health (MOH) has a vision to
improve the equability, standards, availability and quality of care in the Kingdom of
Saudi Arabia. They have developed a business strategy and 5-year plan to realize this
vision, and has positioned eHealth as a primary transformation agent and enabler. To
enable the vision, Ministry of Health, is working with national and international advisors
and consultants, and has developed an eHealth Strategy and a 5-year Roadmap.
Ministry of Health is seeking to launch several health initiatives related to the
National Transformation Program (NTP) 2020 and the Saudi Vision 2030, which come
as part of its series of initiatives (totaling more than 40), scheduled to be announced

later. One of the main objectives of these initiatives is to enhance doctors & patient
experience. By transforming their experience to digital, consumers would be enabled to
lead the way by accessing electronic health records (EHRs) and using digital tools, such
as wearables and apps, to manage their health. Patients have firm beliefs about who
should access their data—but providers don’t always agree. To improve patient
engagement and customer satisfaction, healthcare organizations must close the gap
between what patients demand and what providers deliver by investing in digital tools
and strategies.
Ministry of Health has developed and launched many applications to enhance the
service and experience for patients and doctors. One of the apps that Ministry of Health
developed was Seha Application. This e-Health app was designed for patients to get an
online medical consultation from elite of Ministry of Health’s accredited doctors in all
specialties. It enables the patients to receive consultation via chat, voice or video calls,
in addition to the option of evaluating the user’s experience at the end of the medical
consultation.
Another application that has been launched is Ashanak Application. This app is
designed for Ministry of Health staff. Which gives them one platform with all services
they may need for promotions, registration in trips, as well as follow-up of activities,
events and registration in them. The app Also provides (UR Worth) services to share
special occasions of all staff – such as birthdays, celebrations, new born
announcements. In addition, the application publishes a monthly online magazine called

(Wareed). It also seeks to enhance the satisfaction of MoH’s staff and boost their
professional loyalty.
Furthermore, Ministry of Health also recently launched Mawid application. Which
is an e-appointment app that enables patients to book their appointments in primary
healthcare centers in coordination with the concerned department. Patients can book,
amend or cancel their appointments at any hospital where they were referred through a
seamless channel offered by this app.
CONSUMER’S PERCEPTION OF THE HEALTHCARE DIGITAL
TRANSFORMATION
Consumers in Saudi Arabia consider digital technology to be an important part of
effective health management. Consumers’ digital adoption is significant, illustrating that
patients are leading the way in using digital tools to manage their health. Access to EHRs
is increasing significantly, however there is a gap between physician and patient
expectations on the level of access to this information. There is an opportunity for doctors
to increase the level of transparency and improve communications with patients.
Providers that invest in digital tools and develop strategies to adapt to consumers’
expectations will close the gap between what patients demand, and what providers
deliver. 1

Ministry of Health is leading the way to enable and enhance patient and doctors’
experiences. Consumers have started to use technology to manage their health where
84% find technology important in managing their health (see Figure 1). Technologies that
have been adopted and use by consumer are 44% through websites, 40% apps, 411%
social media and 14% wearable technology. Consumers also started to use 24% of
remote consultation and 12% remote monitoring for health management (see Figure 2).
As ministry of health goes through their digital transformation journey, by having
one platform and repository where all patients’ records are stored and connected with all
government hospitals, private hospitals and clinics. Most doctors have shared that they
prefer to have full access on their patients’ files and medical history. And most patients
agree that they receive better care when their doctors can access and use their EHRs.
Consumers are becoming more active in managing their health, and the majority
(55%) would like to see the same depth of information that the doctors sees, rather than
just a summarized version (see Figure 3). Among those consumers who know what
information they have access to, 34% say accessing lab work and blood test results is
most helpful to manage their health, while 27% say access to physician notes is most
helpful (see Figure 4). Also, consumers who have not accessed their records say
physician notes (31%) and lab results (29%) would be most helpful (see Figure 5). 2
Another aspect of the digital transformation is providing patients the option to
virtually visit their doctors through technology. This initiative has not yet been adopted

fully but on its way to in the near future. Saudi patients have experienced this in other
countries and are looking forward to having it implemented in the country. Saudi patients
believe that virtual visits provide benefits for them, such as 50% lower costs and 37%
scheduling convenience, while in person visits provide more quality care (see Figure 5).
On the other hand, most Saudi patients are conservative, and have strong opinions
on who should access their EHR records. They agree that their records should only be
accessed by their primary doctors or themselves, but not by retails clinic or the
government. The government will need to make sure the privacy of the patients are
considered when they launch this initiative.
CONCLUSION
In conclusion, the Saudi government and in specific the healthcare sector has gone
through drastic changes towards their digital transformation. But still, it is in the beginning
of its journey. With the number of clinics, hospitals, government, patients, doctors and
universities involved. The government will need a bullet proof strategy and plan to achieve
their objective and change the perception of the society. They will need to invest in their
doctors, hospitals, technologies and environment toward this vision.

Introduction
Countries around the globe are keen on adopting new technologies as new technologies
emerge at a rapid pace. In Saudi Arabia, the adoption of new technologies is increasingly
becoming a critical development that is transforming a relatively conservative society into a
technologically savvy kingdom. The Kingdom of Saudi Arabia (KSA) considers digital
transformation as a crucial pillar of the Kingdom’s Vision 2030. Saudi Arabia, under the
National Digital Unit (NDU), is aggressively pursuing a wide range of initiatives aimed at
facilitating public-private partnership to place KSA as the new tech hub for the modern Arab
world (Almughtham, 2018). The adoption of new technologies aims at transforming processes,
systems, and organizations digitally.
According to Sillah (2015, 1976), Saudi’s oil sector has played a significant role in
technological adoption. Interestingly, Saudis have embraced new technologies. For example,
digital transformation is evident as Saudis continue to adopt digital banking (Alabdan, 2017,
3) and online learning (Alasmari and Zhang, 2019, 1). According to Alasmari and Zhang
(2019, 1), social influence is a critical construct in influencing the willingness of Saudis to
adopt new technologies. This paper explores digital transformation in Saudi Arabia by focusing
on the adoption of new technologies at the individual, community, and national levels.
Digital Transformation Initiatives and Outcomes
A report by Saudi Arabia’s Ministry of Communication and Informational Technology
(2018) shows the commitment of the government to offer leadership as far as digital
transformation is concerned. During Argentina’s G20 summit in 2018, Saudi Arabia affirmed
her position in a digital transformation to drive the world’s economy. The commitment of the
KSA became evident in the launch of the Digital Transformation Program (DTP) as one of the
principal programs aimed at achieving the Kingdom’s Vision 2030. Under the DTP, Saudi
Arabia is focusing on building a digital government and economy with an industry that aligns
with the Fourth Industrial Revolution (Ministry of Communication and Informational
Technology, 2018). In so doing, Saudis can live in a digital society that offers a vibrant
environment, a thriving economy, and a better future. This supports Saudi Arabia’s form of
governance and social structure where the government’s legitimacy is based on how well the
government serves the interests of the people.
The KSA is supporting the digital transformation process by creating an enabling
environment. The idea is to invest in developing the much-needed infrastructure through which
digital transformation is possible. The adoption of fast internet connection across Saudi Arabia

is of paramount importance. The internet infrastructure provides the platform on which to adopt
digital solutions that are associated with the Internet of Things (IoT). According to the Ministry
of Communication and Informational Technology (2018), the kingdom has managed to
increase the internet speed by 300%. On the same note, Saudis now enjoy 90% 4G coverage.
This development allows Saudis to access digital platforms using their smartphones or personal
computers. Therefore, the idea of building an infrastructure for reliable internet connectivity is
the most critical step towards the digital transformation of various sectors in Saudi Arabia.
Below are some initiatives’ programs in Saudi Arabia ;
Fekra Tech Program
A technological initiative dubbed “Fekra Tech” offers an excellent example of Saudi
Arabia’s digital transformation journey. Saudi Arabia’s National Digital Unit launched the
initiative to address the role of individuals, firms, and institution in transforming the Kingdom
digitally (Almughtham, 2018). According to Almughtham (2018), Fekra Tech is a unique
initiative since it creates the much-needed social innovation environment and attracts inspiring
ideas in the field of digital transformation. In particular, the program target education,
healthcare, and e-commerce.
