BACKGROUND
The worldwide growth of international aviation has resulted in millions of air passengers flying
to different parts of the globe for both business and pleasure. Over the past thirty (30) years,
airports around the world have spun off from being governmental departments into either
public enterprise agencies or privatized companies that are: 1) are economically selfsufficient, and 2) comply with rules and regulations set forth by various governmental
agencies. There are still countries in which airports have not yet been privatized (e.g., USA).
However, most of these publically-owned airports are to be economically self-sufficient so as
not to be a burden on the public coffers.
In Saudi Arabia, the General Authority of Civil Aviation (GACA) is responsible for the licensing
of the Kingdom’s commercial service airports. Matarat is responsible for overseeing the
privatization efforts of the Kingdom’s airports and air traffic management services. Airport
privatization efforts in Saudi Arabia to accommodate increased air passenger and freight
operations have included private sector involvement in the management and operations of
various airport activities (e.g., baggage handling), terminal buildings (e.g., Riyadh – Terminal
5), and entire airports (e.g., Damman). This trend is expected to continue indefinitely in the
future, and why you are examining what is happening elsewhere.
WRITTEN ASSIGNMENT
Each student will pre-select for the lecturer’s approval of an airport in the European Union
(EU) from which you will individually undertake the necessary research activities to examine
airport privatization. A report of your research activities are to include the following:
1. Description of the Airport – A discussion of the airport that includes the following: the
history of the airport, a physical description of the airport’s airside and landside
facilities, the airport’s ownership model, the airport’s organizational structure, and a
summary of the airport’s income sources and expenditures for the past five (5) years.
2. Post COVID-19 Pandemic Issues – A discussion of how the airport’s management is
managing the restoration of scheduled air carrier service and the large volumes of air
passengers returining to the skies.
3. Future Projections – Describe the airport’s long-term future, including projected air
passenger volumes, aircraft movements, and changes in the airport’s catchment area
that will impact future airport management decisions.
4. Identify the Strengths, Weaknesses, Opportunities, and Threats (SWOT) Analysis of
the Airport – Undertake a comprehensive strategic planning analysis of the airport
describing the strengths, weaknesses, opportunities, and threats towards the airport’s
long-term sustainability.
5. Recommendations – List your advice to the airport’s management team as to how the
airport can best manage itself over the next ten (10) years to ensure the airport’s longterm sustainability. You will include any recommendations to minimize the impacts
of the current COVID-19 pandemic.
6. Lessons Learned – Based on your findings, what lessons would you recommend to
GACA as these airports continue to evolve to support increased air passenger and
cargo volumes as targeted by Vision 2030.
The report is to be of professional quality and created using Microsoft Word. You are expected
to submit the written reports at the date, time, and location specified by the lecturer. The
report must include both textual references and a reference list at the end of the report for
all sources. Your report is also expected to have a professional-looking cover that contains
your name, your student ID number, the title of the paper, the course number (i.e., AVM 350),
and the submission date.
Only scholarly sources are to be used in addition to your textbook and other textbooks from
the PSU Aviation Management curriculum in this report. Additional scholarly resources can
be found at the PSU library, as well as other academic libraries. Your knowledge and ability to
carry out research skills are essential to complete this report successfully. The report is to be
formatted in either APA or MLA, the same format that is taught in ENG 103 at PSU. You are
not permitted to identify Skybrary/Wikipedia as a source as these sources are not scholarly
sources for information.
Note that any acts of plagiarism by you in the development of this report will be considered
cheating and subject to the penalties by PSU. The PSU English department has previously
issued instructions on what constitutes plagiarism to all students. If you have any questions
as to what constitutes plagiarism, please either meet with the lecturer or an instructor in the
PSU English department.
Also, the use of any AI tools (e.g., ChatGPT) in any assessment submittals will result in no
credit being given for that particular submittal.
ORAL PRESENTATION
Once your report has been submitted for assessment, you will present an oral presentation
before the class and others invited by the lecturer. In your eight (8) minute presentation, you
will discuss the following:
1. Describe the airport that includes the following: the history of the airport, a physical
description of the airport’s airside and landside facilities, the airport’s ownership
model, the airport’s organizational structure, and a summary of the airport’s income
sources and expenditures for the past five (5) years.
2. Discuss the impacts of the aftermath of the COVID-19 pandemic on the airport’s
operations, and the identification of plans or programs the airport’s management
have taken (or will be taking) to deal with the return of commercial air service and
large volumes of air passengers.
3. Identify the critical elements of the airport’s long-term future for long-term decisions
by airport management, including projected air passenger volumes, aircraft
movements, and changes in the airport’s catchment area.
4. Summarize your SWOT analysis of the airport.
5. List and discuss your recommendations to the airport’s management team as to how
they can best manage the airport over the next ten (10) years to ensure the airport’s
long-term sustainability. Your recommendations are to include those designed to
minimize the impacts of the current COVID-19 pandemic.
6. Based on your research, what advice would you recommend to GACA as these airports
continue to evolve to support increased air passenger and cargo volumes as targeted
by Vision 2030.
ASSESSMENT
The written report will represent 15% of your total grade in this class. Factors including your
use of English grammar, the quality, and depth of both your research and recommendations
and the professional formatting of your paper are among the factors that will be considered
in the assessment of your written document.
The oral presentation represents 15% of your total grade in this class. Factors including your
ability to speak professionally to an audience, to integrate multi-media tools into a
performance, and to address any questions accurately and with professional poise will be
used in assessing your oral presentation.
