Sample Annotation for Domestic Violence Abusers Article
Etter, G. W., Sr., & Birzer, M. L. (2007). Domestic violence abusers: A descriptive study of the
characteristics of defenders in protection from abuse orders in Sedgwick County, Kansas.
Journal of Family Violence, 22, 113–119. doi: 10.1007/s10896-006-9047-x
In this empirical study, Etter and Birzer examined the court records of 1,873 individuals accused of domestic violence in Sedgwick County, Kansas, who had been issued a protection from
abuse order. The researchers sought to create a descriptive profile of these offenders by answering
three questions: What were the demographic characteristics of the individuals who had been accused? What were their past arrest records? And, were there differences in the type and extent of
criminal histories between the male and female offenders accused of domestic violence?
In terms of demographics, Etter and Birzer found that approximately 8 out of 10 of the accused
abusers in this sample were males, the majority of the total sample population was White
(> 70%), and the median age of these abusers was their mid-thirties. They also found that,
collectively, these individuals had an extensive criminal history. Specifically, over two-thirds of
the sample had been arrested previously for a misdemeanor, and over one-third had been arrested
previously for a felony. Additionally, approximately 80% of the males had been arrested previously
between one and five times on a felony charge and approximately 85% of the female accused
abusers shared a similar history. However, males were four times more likely than females
(81% versus 19%) to have been previously arrested for domestic violence. This indicated that
males were more likely to continue to perpetrate abuse.
Etter and Birzer acknowledged a few limitations to their study, thus limiting the generalizability
of their findings. First, they had access only to the arrest records in Sedgwick County. They acknowledged, however, that the individuals included in their sample may have actually been arrested
elsewhere, thereby increasing their number of arrests and types of offenses. They also noted that
they did not have information on whether the accused abusers in their sample had histories of substance abuse, or what their financial situations were. They further noted that, if they had had that
information, it would have allowed them to determine whether their sample population was similar
to that in other research samples. Finally, they acknowledged that their study looked at only those
individuals who had been arrested. Thus, they could not consider whether the characteristics of
their sample population were similar to the characteristics of individuals who abused their partners
but who had not been caught.
Because a small proportion of females were included in their sample, Etter and Birzer suggested
that future research should look more closely at females accused of abuse in order to determine
whether they initiated the aggression or responded in self-defense. They also suggested that more
studies should examine the effectiveness of protection from abuse orders at reducing repeat incidents of domestic violence, and what, if any, impact treatment plans have on abusers. Finally, Etter
and Birzer concluded that the justice system, as well as the community at large, needs to create better interventions to help reduce the number of incidents of domestic violence.

Criminal Justice Capstone Research: Bullying
A brief description of the US policy
The US policy will promote anti-bullying as a proactive measure whose aim is to
eradicate bullying in various educational settings across the United States. Ideally, the policy will
promote a safe, inclusive, and nurturing environment for student learners, thus fostering a safe
environment where learning thrives without the fear of intimidation. Forms of bullying addressed
by the policy include physical, social, verbal, and cyberbullying and will be guided by the three
key principles namely, equity, empathy, and respect.
A preview of the policy’s purpose/goals
The core purpose of the policy will be creating a culture with zero-tolerance for bullying
in American school. The policies goals entail preventing bullying incidents, quickly addressing
reported bullying incidents, offering victims support, and creating awareness among students and
staff on the dangers of bullying.
The policy’s components
This proposed anti-bullying policy is subdivided into four major components which are;
clear definitions of bullying behaviors, reporting channels for staff members and students
separately, bullying investigation protocols, and the proper cause of disciplinary actions for
guilty perpetrators. The policy will emphasize on bullying prevention through educational
programs that enhance empathy, diversity, and inclusion.
The targeted population for the policy
3
The anti-bullying policy will primarily target two groups, student and staff members of
American educational institutions, this stems from kindergarten all through high school. The
policy seeks to offer protection to all students, regardless of age, gender, race, or any other form
of personal affiliation that make them vulnerable to bullying. The policy will also acknowledge
the role of teachers, parents, and administrators in preventing and taking necessary measures to
address bullying incidents.
The scope of the problem and the reason a policy change is needed.
Bullying remains a prevalent issue especially among young learners with statistics revealing
alarming bullying prevalence and enduring psychological and physical consequences for affected
persons. According to Gaffney, Ttofi, and Farrington (2019), anti-bullying programs tested
showed a reduction of bullying perpetration in American schools by 19-20%, a sign that implies
high prevalence of bullying in schools. The high rate of bullying prevalence necessitates a
proactive policy form that understands and addresses the bullying problem from the causes.
Therefore, the proposed anti-bullying policy is a proactive response to ongoing concerns
regarding student’s well-being, and offers a comprehensive framework to tackle bullying at its
root.
Thesis Statement
This paper presents an informative anti-bullying policy designed to eradicate the pressing issue
of bullying in American schools by emphasizing on prevention, intervention, and education to
promote a safer and inclusive educational environment for all students. The policy contains a
zero-tolerance commitment for bullying as well offers a multifaceted approach to reduce
bullying incidents and their damaging effects on students, communities. The policy aims to shape
4
a more empathetic and equitable society by emphasizing on the critical role of education without
the pain of intimidation and belittling.
