1. Emotional component: include a story, an specific example to cause pity, fear, indignation, to appeal to care, proportionality, respect to authority, fairness, etc.
2. In addition to what is already being done (which you identified in Part 2), what policy do you propose?
3. How much will your policy cost? Who will pay for it?
4. Why is it a worthwhile expense? – emotions again. Pay attention: which emotions are most likely to persuade your opponents? E.g. confidence that they will not be harmed :)?
