Identification of Relevant Peer-Reviewed Articles
Staffing shortages have been identified as one of the challenges facing the healthcare
systems in various countries across the globe. For this academic activity, I searched for scholarly
peer-reviewed publications using the Capella University Library, which is powered by the
Google Search engine. I utilized the Google Scholar database to locate scholarly articles that
were relevant to the healthcare staff shortage issue. The keywords used during this search were
‘staff shortages’, ‘healthcare staff shortage’, and ‘staffing shortages in healthcare systems’. From
the search, I managed to locate numerous articles that discussed the topic from different angles
and perspectives. Before selecting relevant articles, I used the year of publication filter to display
articles that were published in 2020 to date ensuring that I accessed the most recent publications.
I then proceeded to review the articles one by one until I had identified four relevant ones.
Assessing the Credibility and Relevance of Identified Articles
A total of four scholarly publications were identified. All of the selected publications
were from academic peer-reviewed journals. It was concluded that all information sources were
reputable and could be used for this academic activity. All publications are current as they were
all published between 2020 and 2023. I found all publications to be relevant to the issue at hand
(staffing shortages in the healthcare systems). They utilized and evidence-based approaches to
come up with the information presented and the conclusions and recommendations made by the
end of each article. They all investigated the issue by identifying factors that lead to the staffing
shortage and some even went ahead to suggest the best ways to curb or manage these shortages.
These articles possess crucial information that is relevant to healthcare systems in different
countries globally.

Analysis of the Peer-Reviewed Journal Articles: Annotated Bibliography
Peters, M. (2022). Time to solve persistent, pernicious and widespread nursing workforce

Peter’s (2020) paper gathers evidence from international sources to identify the factors
that influence and the strategies that may help address nursing shortages at local, national, and
global levels. Peter (2020) suggests an enhancement of workforce retention, improvement of
recruitment strategies, encouragement of healthcare professionals to return to the practice, and
utilization of international human resources as some of the most effective strategies in curbing
nursing shortages (Peter, 2020). This article was selected because it factors in the events of the
COVID-19 pandemic, which played a crucial role in the development and evolution of the
healthcare system that exists today. COVID-19 was a major event that influenced every
healthcare system. It is impossible to discuss healthcare and conduct relevant research without
factoring in the pandemic. This publication will go a long way in informing evidence-based
practices that can be used to address the shortage of nursing professionals and other healthcare
professionals in general.

The study conducted by Tamata & Mohammadnezhad (2023) aimed to determine factors
causing shortages of nursing professionals and the influence that these factors had on nursing
professionals. The study utilized a systematic review design to identify and analyze a total of 42
articles from different databases that were published between 2010 and 2021. From the selected

articles, four themes were identified as factors influencing nursing staff shortages in healthcare
institutions. They include challenges resulting from planning and policy procedures, limitations
to enrolment and training of employees, factors influencing nursing turnover, and factors causing
nursing stress and burnout. According to Tamata & Mohammadnezhad (2023), the shortage of
nursing professionals is a global issue. The article was chosen because it provided a holistic
overview of the staff shortage issue in the healthcare industry. The findings of this article
highlight the shortage of nursing professionals is one of the limitations towards the provision of
quality healthcare and the promotion of patient health, well-being, and satisfaction. Therefore,
the issue must be addressed using evidence-based approaches.

organizational determinants and implications for patient satisfaction. Health Policy, 4;

The article by Winter et al. (2020) investigated the shortage of healthcare personnel in
German hospitals and the various organizational and environmental factors that influence such
shortages. Winter et al. (2020) conducted regression analyses using data obtained from surveys
that were conducted in 104 German hospitals between 2015 and 2016. The results indicated that
environmental and organizational factors actively influence hospital staff shortages. Further
analysis indicated that hospital staff shortages are linked to patient satisfaction rates and the
quality of care received (Winter et al., 2020). This article was selected because it provides
further insight into the differences that exist in staff shortages among various healthcare
organizations (Winter et al., 2020). It proves that healthcare staff shortages result from a cocktail
of factors and not just one issue. Its findings support the belief that healthcare facilities play a
role in the development of staff shortages (in the form of organizational and environmental

factors) and that patient satisfaction rates are linked to hospital staff shortages (Winter et al.,
2020). The data presented in this article will play a crucial role in providing healthcare
institutions with the opportunity to evaluate their roles in the development of staff shortages.

America: forecasting nationwide shortages. Human Resources for Health, 18(8); 1-9.

The publication compiled by Zang et al. (2020) aimed to predict the patterns of
abundance and shortage of jobs from 2017 to 2030. To do this, the researchers forecast possible
changes in population demographics. The researchers then came up with expected rates of
physician shortages in all states. The data indicated that by the year 2030, the West will have an
acute shortage of physicians. This means that there will be a deficit of 139,160 physician jobs in
the region. In contrast, the Northeast will have a surplus of 50 physician jobs for every 100,000
people in 2030. Zang et al. (2020) concluded that there will be an acute shortage of physicians in
the US by the year 2030. The findings of this article are useful in validating how serious the
shortage of healthcare professionals is. It is up to the US government and other national
governments to adopt this data and implement measures that will help curb these anticipated
shortages.
Summary of Lessons Learned
From the information gathered from the selected information sources, I learned that the
shortage of healthcare professionals is an international challenge that is faced by various nations.
This means that these shortages are a global issue that must be addressed on a large scale. I also
learned that the COVID-19 pandemic is a factor that played a crucial role in the development of

healthcare staff shortages in different countries. From the research conducted by the authors of
these articles, I also found that hospital staff shortages are linked to patient satisfaction rates and
the quality of care received. I also found that by the year 2030, there will be an acute shortage of
physicians in the US and in other developed countries.
These information sources will go a long way in informing the general public, various
governments, and the healthcare sector on the factors causing healthcare staff shortages and the
best ways to address the issue. Literature on the causes of healthcare staff shortage is in
abundance however, not much has been done to address the looming shortages of healthcare
staff. The data presented in these articles urge relevant parties to act fast because these shortages
negatively influence the quality of care provided and eventually, the general health and
wellbeing of various populations. Thanks to these articles I possess better comprehension of the
factors influencing and the possible solutions for healthcare staff shortages at the local, regional,
and global levels.
