Details of task:
Scenario: You are tasked with the development of a critical analysis of the way a problem has
been framed/conceptualised and translated into a social policy. The social policy analysis
should provide a succinct summary and has been commissioned to inform key stakeholders
(government but also people affected by the policy). You are required to develop this social
policy analysis for ONE chosen topic which relates to an area of social work practice.
IMPORTANT: This assignment is based on Carol Bacchi’s WPR approach (see the reading list
for this course). You should become thoroughly familiar with this approach and work through
the seminar 1 lecture slides. You find a number of examples of discourse analyses of policies
relevant to social work in Bacchi’s book. In addition, the case studies we will analyse in seminar
2 will assist you to make sense of this task.
The Policy Discourse Analysis Presentation will explore how ONE social problem has been
constructed by discourses providing examples of alternative representations of the same
problem that have been silenced. At the core of this assignment are the questions at the core of
Carol Bacchi’s WPR approach:

What’s the problem represented to be in the policy in question?
What presuppositions or assumptions underlie this representation of the problem?
How has this representation of the problem come about?
What is left unproblematic in this problem representation? what are the silences? Can
the problem be thought about differently?
• What effects are produced by this representation of the problem?
Students should be prepared to deliver the presentation in class AND upload a recording of the
presentation via Moodle.
